Psychological Evaluation: No diagnosable pathologies, except for an apparent lack of emotion. Zoe is generally sparse with expressions and guarded about what she lets people find out about herself. This has been known to vary - it is the opinion of the evaluator that she's at her most animated when she's actively seeking to deceive.

Family: Floyd Lawton (father; deceased). Michelle Torres (Whereabouts unknown, last known in Star City).

Biography: Born in Star City, Zoe had no knowledge of her father until she was three years old, when he appeared in her life. Frequent but irregular visits occured over the next few years, during which Michelle and Zoe moved around a lot, changing their name often. After an incident involving Lawton and Lady Vic, which the child is believed to have witnessed, he broke off contact. However, a trust fund set up in Zoe's name continued to grow exponentially while Deadshot stayed an active mercenary.

Zoe herself had a quiet childhood, performing well in school; exceptionally so in math and physics, and becoming captain of her high school lacrosse team. During her junior year she is known to have experimented in soft drugs and joined a local gunclub, but quit after proving her exceptional (and unsurprising) talent in the area.

She graduated cum laude from Keystone University before attending Gotham University Law School. She was in her first year of her graduate degree when Lawton died and she came into the rest of her inheritance. At the same time, the shadow protecting her from outside interests was lifted.

The incident with the Spikewing Gang that happened shortly after Lawton's death is on record. It is believed that her statement - that they kidnapped and threatened herself and her friend and she killed them in defense of them both - is the truth. The weapon from that incident was recovered and registered to a local store owner who had been robbed by that same gang five weeks previously.

Michelle Torres has disappeared. We suspect living under a stolen identity, but we have been unable to trace her. This is worrying; we suspect Calculator or Proxy involvement.

This is to remain classified. We recommend that Torres be prosecuted to the full extent of the law for multiple homocide, and offered a position on Task Force X when most appropriate. There is reason to believe that Miss Torres has inherited her father's abilities with a gun.

Zoe Torres must not be allowed to work for anyone but us. This is imperative.
